toolbar blue change, please help

guys i've been searching for solution for this terrible blue color in vista and 7 :



i found one solution provided by George Kendros on this very forum - but without revealing exact location of that image.
please help me find location of that file as its being killing me for past few weeks.

I'm not sure but you might want to take a look at
Lists, Menus & Tabs > Menu > BarBackground
