Explorer & Shell > Explorer > Items View > ItemsView > FILLCOLOR or
Windows 10 Dark Mode > Explorer & Shell > Explorer > Items View > ItemsView > FILLCOLOR

Windows 10 Dark Mode > Explorer & Shell > Explorer > Explorer Nav Pane > FILLCOLOR or
Windows 10 Dark Mode > Explorer & Shell > Explorer > DarkMode Explorer Nav Pane > FILLCOLOR

I don't think you can add an image there
