Maybe by editing the CONTENTMARGINS left or right values at Taskbar & System Tray > TaskBar > Basic > ToolBar > Button

I was able to solve my problem without theming:
1. Unlock taskbar
2. Set taskbar_toolbar to small icons
3. Drag taskband gripper left as much as possible
4. Set taskbar_toolbar to large icons
5. !! Do not touch any grippers !!
6. Lock taskbar

This freed 16px of taskbar space.
