Is possible applying different state text color to TaskItem Button of Taskband /(TASKBAR)  at Windows 7 ?

For example having black color to first state for our text of our file at taskbar and  we want white text to the mouse over, mouse press etc at taskbar's (taskband's) Taskitem button .

Taskitem button receiving properties  at  :

Taskbar & System Tray > TaskBand > Aero > TaskBand

Taskbar & System Tray > TaskBand > Basic > TaskBand

and

Taskbar & System Tray > TaskBand > Aero > TaskBand (SmallIcons) > TaskItemButton

Taskbar & System Tray > TaskBand > Basic > TaskBand (SmallIcons) > TaskItemButton

(Also respectively the vertical versions.)

so to windows 7 (?)

Even If we add text color property with different color to each state of  TaskItemButton, or even if we add parameters like Hilghlightcolor and Hottracking color at (FOR EXAMPLE)

Taskbar & System Tray > TaskBand > Aero > TaskBand (SmallIcons) > TaskItemButton

 In action all states remain and use only the  Text color comes from>

Taskbar & System Tray > TaskBand > Aero > TaskBand (SmallIcons)

New states color I added not applied.
Is there any solution for this to windows 7 Taskband? or did i miss anything as I have some years to make theme for 7> to windows 8.1 adding pqarameters like text color works fine=applied.
what about to 7 ?

Also >  Does anyone knows the dll or any source code file that control/affects the taskbar/taskband properties to windows 7? Thanks in advance.

Thank you very much for respond 3am, so I probably give my version with all white color text.
