Background  is Start Menu > Menus > Basic > Toolbar image in 7 maybe in SIB which I don't use
You can't change those black textcolors

Well Start Menu > Menus > Basic > Toolbar > Button > Normal also works.
But if you don't have the toolbar location or that doesn't work for some reason then you probably don't have the button either....

Actually 2 and 3 are Fonts & System Metrics > WINDOWTEXT:COLOR I don't know why that's not showing for you. Try restarting Explorer for it to show. |

I'm not using 8 anymore. But I plugged your colors into 7 and got this: So I don't know what's going on. Maybe somebody else will test and find your problem. Sorry. |

The strange thing is, the menu bg loads if I use a windows 8 based theme as the main msstyle ans select it to load the start meu from theme in sib. But if I load a 8.1 theme, the menu does not load from the theme. 8.1 theme: Loading Windows 8 theme in windows style build and selecting to load the start menu theme from msstyle in sib:   |
