Ok, cool.

Change the 'Start > StartMenu > Panels > Basic > PlacesList > DEFAULTPANESIZE:RECT' ( Start > StartMenu > Panels > Aero > Bottom > PlacesList > DEFAULTPANESIZE:RECT ) from 'x, x, x, #' to a shorter height, something like 'x, x, x, 227'. ( x's being various numbers and the # sign being the height )

Change the rest of the start menu dimensions ( Program Lists, NSCHost, and SearchView ) to correspond with PlacesList.

Change the DEFAULTPANESIZE:RECT  to '0, 0, 0, 0' of either:
Start > StartMenu > Panels > Aero > Bottom > UserPane
Start > StartMenu > Panels > Basic > UserPane

Yes, but when I can't find something in VSB, then I can just go to restorator.

Although, I'm still puzzled as to why the thumbs aren't showing up.

The scrollbar thumbs aren't showing up! They just show up black, or completely transparent.

Also, does anyone know where the scrollbar and caption button glyphs are?

For some reason, fixing the sizing margins did it  

er.. actually, resize the taskbar.

My best guess would be to resize the taskbar button images.

Alright, fixed the caption buttons, I only needed to change caption height, not width.

You can fix the space at the bottom of 'places list' by shortening the height of 'places list'

Ok, I fixed the start menu.
You can change the height of 'Start > StartMenu > Panels > Basic > UserPane' to whatever you need and it'll push down or bring up places list content.

So, now I just need caption buttons and scrollbar.

1: As you see in the picture, I need to remove the space left over from 'disable user picture' in order to make this look correct.

2: For some reason, the horizontal scrollbar shows up black instead of the image that should be there.

3: I need to make the caption buttons larger without making the taskbar larger. (as whenever I change the caption button size, the taskbar, headers, etc, also get larger... which is bad.)
