Why is it that when you have a 22px taskbar or smaller it uses your Middle Start Button for top middle and bottom??

When I make my taskbar 22px it uses Start > StartButton > Middle as the start button and it ignores the top and bottom start button images.

the taskbar needs to be set to small icons, to use the start button which pokes out top and bottom

What about Vista, windows 7 has the poke out start button when you use small icons, thats why there are 3 of each DPI.  Top alignment, Middle, and Bottom, and its only the small icon taskbar which has the cut off version by default...

As you can see it the picture I have a vista start orb in the top image placement but it is using the images I have in the middle
