In XP, changing windows text color will change the background color of Excel 2007.

Can this be done in Windows 7 through WSB?

Sorted.

Right-click on desktop - Personalise - Windows - Advance Settings - Windows Text - select the color.

Isn't Window Text black by default?

You can change it permanently in Fonts, Colors, & System Metrics > Fonts & System Metrics
